Of what I gather a tori marks the passage from a profane place to a sacred one. I'm not sure why this one is in a large body of water but I can speculate.
I recall that on this day I was deep in thought, so much so that I took a wrong turn and decided to just go with it and I went around the water. Of course that could have been another day.
